Microsoft Office Genuine Validation ActiveX Control for Office Onl

I cannot download this ActiveX Program

I run Office 2000. IE 7. Windows XP SP2 and have administrator rights on
this PC

I don't see the Internet Explorer Info Bar so have tried the following 3
solutions to fix this problem:

1. Checked the Internet Explorer settings to allow the installation or use
of the ActiveX control. Interestingly the Web site
http://office.microsoft.com is already in the zone box.

2. checked that ActiveX control is enabled in Internet Explorer Tools
menu/Manage Add-ons/Add-ons that have been used by Internet Explorer. They
are all enabled. Interesting Microsoft Office Genuine Validation ActiveX
Control for Office Online does not appear

3. I have disabled Norton Onternet ASecurity (for a min uite only whilst I
attempt to download) and set IE to accept all cookies

Can anyone help me please?
