Microsoft Office Picture Manager

We have just recently migrated from Office XP to Office 2003.
First of all we lost file association to JPEG, JPG and GIF. I think
this was due to Microsoft Photo Editor being replaced with Microsoft
Office Picture Manager. We re-associated the file extension with
microsoft office picture manager and the files are now recognized.

But when I open a folder with pictures in it and select thumbnail view.
I cant get a thumbnail view of any file that has an extension
associated with Microsoft Office Picture Manager. If I open Microsoft
Office Picture Manager I can see thumbnails in the program but not in a
regular window/browser. BMP's have a thumbnial view and it works fine
(associated with paint). Photos that are associated with the old
Microsoft Photo Editor work fine and have a thumbnail view. How can I
get files associated with Microsoft Office Picture Manager to show a
thumbnail view? I deployed this to 2000 clients. PLEASE HELP.
