Microsoft Office Resource KIT Issues

When downlaoding the Windows Office 2000 resource kit from
the following site:

http://www.microsoft.com/office/ork/2000/appndx/toolbox.htm
#orktools

and trying to install it in a Windows 2003 server I am
getting the following error:

"c:\Docum..\user\desktop\orktools.exe is not a velid Win32
application."

I need too install the Office 2000 resource kit in the
Windows 2003 server (Terminal server) to install Office
2000 in it.

How do I fix this proble? Or what is it that I am doing
that is wrong?
