No, I didn't assign one of those as I usually just take the mouse up to the
top of the screen and click on "Voice command" on the language bar, so that
function you mentioned is disabled. I use the same procedure to activate
"Dictation" and it works, so I figured that it should work for the VC feature
as well.

Yes, I enabled the keys and used them to switch back and forth from dictation
to voice command, it switched alright, but the results were the same. I
still cannot use "Voice command" to run programs...etc. as I said in
original post, "dictation mode" is the only thing operating normally.
