Microsoft Outlook 2002 will not run after loading XP SP2

I migrated to a new, larger hard disk and then upgraded MS XP to SP2. Then I
could not run outlook, apply upgrade, repair, or reload MS Outlook 2002 that
I had gotten with my purchase of an IPAQ before the migration. The error
message says that I cannot access a patch and aborts Outlook with a message
that says that I have not completed the installation for the current user.
