Microsoft Outlook won’t start – It is messed up with msncon32.dll

When I click on Outlook, it opens with an error message which reads:

“The Add-in “Outlook Connector Extensions (msncon32.dll)†cannot be loaded
and has been disabled by Outlook. Please contact the Add-in manufacturer for
an update. If no update is available, please uninstall the Add-in.†Then I
click on OK.

The next stage is also an error message which reads:

“Cannot open your default e-mail folders. An unexpected error has occurred.
MAPI was unable to load the information service msncon.dll. Be sure the
service is correctly installed and configured.†Then I click on OK and the
outlook page disappears. Therefore, I am unable to open Outlook.

I have done everything possible. I installed a new version of outlook
connector and I installed the Office 2007 SP1 KB936982 Fulfile-en-us update
which is suppose to take care of the MSNcon32.dll but it has not taken care
of it.

If you know what to do please reply. Thank you a lot.

I Received a reply to my post which reads: "Reset extend.dat and normal.dat
and try again. However, I cannot find these commands. Outlook will not
open. I can't find the commands in Windows XP Pro or in Windows or in
Microsoft Office or in Outlook. I have done a search and it turned up
negative. I tried to enter the information thru the "Run" command but that
didn't work either. Could you please expand on your message for me to Reset
extend.dat and Normal.dat.

I have thoroughly checked Internet Explorer and there are no files in
internet explorer named extend.dat and normal.dat. Repeat: these files are
not in internet explorer. at least the internet explorer that I have
installed on my computer. I am running windows XP Pro and I have recently
installed internet explorer from a download that I got from Microsoft.

Perhaps that is the trouble. I may have the wrong internet explorer
installed or perhaps it is not the right one. I don't know what the problem
is or how to fix it. I appreciate your writing and I appoligize for this
happening.

Of course not. Extend.dat is in %UserProfile%\Local Settings\Application
Data\Microsoft\Outlook. Who knows what "normal.dat" is, since Outlook
doesn't use any such file.

installed or perhaps it is not the right one.

No the problem is you don't understand what you're doing. Those files have
nothing whatsoever to do with Internet Explorer.
