Is there an simple way to disable or block the use of Pain? My son (13) has
it on his school computer and has been goofing off in class drawing and not
taking notes. The school says it can't be done, but I am hoping a there is a
way to at least make it difficult to use.

One way would be to deny his ID access to the executable. It depends on
what operating system you have and (perhaps) the drive being formatted NTFS.

If his userid has administrator access, then he will work round this
about 100 times faster than it takes you to implement it.

Yes you are able to block\remove it

Control Panel\Add Remove\Add Remove Windows Components\Accessories and
Utilities\Details\Accessories\Details and the rest will be elementary by removing
checkmark from Paint
