Microsoft Project 2003 Macro Security

Under macro security's Trusted Publishers tab, the trust access to visual
basic project check box is greyed out. Altering my security level does
ungrey the check box. I looked in the registry at the values for microsoft
project and I looked at the install options. Any suggestions?
