Yes, From the "Insert" menu, select "Drawing" and then choose the "Text box"

You'll need to take it over to PowerPoint or similar to do that.
On the Gantt bar side (regular Gantt Chart view) you may add text boxes from
the Format ribbon (look on Right side, it says Drawing)

My answer for "Timeline" applies to Project 2010 which has a new "Timeline"
Feature"
My colleague Jack's reply addresses Project 2007 and earlier.
