how do i set up a repeating task that occurs at irregular intervals in
microsoft project?

Create the task. Copy, Paste, Change the date.
There is no other way. I have a macro on my site which lets you set them for
regular intervals other than the ones offered (for example you could use it
to set a task for every 12 days) but if the interval varies you are better
off just doing it by hand.
