What causes the menu bar to 'flash' and the 'info buttons'
to flash as well and subsequently the application cannot
be closed and the only way to quit is to re-boot the
computer?

Because there is a dialog hidden behind Word that needs your attention. This
is usually the result of having the Office Plug-in enabled in Options of
Norton Anti Virus.

Hi Marcus,

The problem is caused by one of two issues:

If you are using Norton then try disabling the "Office Plug-in" option
since it is known to cause dialog boxes to appear behind the
application window.
In Norton go to "Options" and then select "Miscellaneous" and disable
the Office Plug-in option.

If you are starting Word using the Quick Launch bar then this is a
known bug and it has been corrected in the Office XP SP2 patch. Here
