Migrating Enterprise Global

Is there a process for migrating the enterprise global file to a new instance
of Project Server? I took a backup of my prod enterprise global file and
copied the file over to my test server. When I did a restore from this file
the test enterprise global file appeared unchanged. What am I missing? I'm
trying to avoid having to manually replicate the enterprise custom fields and
look up values (some have hundreds of entries in their look up tables).

Did you back up the test Enterprise Global file using Tools - Enterprise
Options - Backup Enterprise Global, and restore the test Enterprise Global
to the new instance using Tools - Enterprise Options - Restore Enterprise
Global?

Yep... and I was so sure this was going to be a slam dunk easy effort. I can
see the files size is 218K vs the backup of my current test environment of
118K. Then I took a backup of the enterprise global file from test... came
out 118K which indicates the restore of the prod enterprise global did nada.
