Migrating Global Enterprise Template from Server 2002 to Server 2003

Good Afternoon:

Does anyone know a way to migrate the Global template from
Server 2002 to Server 2003? I've tried backing it up
locally and then restoring the 2003 server template from
that file, but it does not seem to work.

Any help is appreciated.
