Migrating Project Server Install and Accessing Documents

We installed a new server and pointed it to "An existing database" on
install. It is unclear whether this meant an "Existing new (empty) database"
or an existing project server db with projects in it, but it seemed to get
most stuff over ok.

The document libraries were not moved (i guess this is to be expected) but
would like to move them as well. I am not sure where or how to move these
libraries and how to ensure that project server is pointing them properly.

Actually if it is easier to just create new libraries for them then i would
like to do that. Most of our projects on this server do not have any risks,
issues, or docs anyway (they are on fileshares). Is there a way to create
and associate new sites for each project on the new server?

Got it:

Admin -> Manage Sharepoint Services -> Manage Sharepoint Sites

SElect a site then "Edit Site Address" and Delete Url.

Then select the site and "Create Site".
