Migration for Office Project Server 2007

In this document, the migration scenario that best meets my needs is
documented on page 31, Gradual Migration Project Server 2003 with
Windows Sharepoint Services. Step 2 details a process which suggests
the use of SPSiteManager. Apparently this utility is no longer
available? Is there an alternative available to accomplish the same
set of tasks?
