migration from access 2000 to 2003

I have created a secured database under access 2000 running on Windows 2K. I
also created a shortcut, contining command line parameters to point to the
correct workgroup file, to launch an application within said database.
Every thing worked fine and dandy. Now I copy the database, workgroup file
and sortcut to a machine running Access 2003 on XP and the thing won't launch
because Access 2003 says the workgroup file is of an unknown format. How can
I fix this short of having to install an unsecured version and recreat the
workgroup file using Access 2003. I there a conversion utility to convert
the workgroup file ? I hope I was clear in my explanation of the problem.
