Setting up User Level Security to my Access 2003 database

When I'm attempting to assign User Level Security to my Access 2003 database,
I get an error message stating:

Error 'An unexpected error occurred while creating the workgroup file.': The
wizard can't complete successfully.

Make sure your disk isn't full and you have permission to write files to C:\
Documents and Settings\username\Application Data\Microsoft\Access and the
folder you save your custom workgroup file to if you get this error when
creating custom workgroups.

Check your vba version in C:\Program Files\Common Files\Microsoft Shared\VBA\
VBA6\VBE6.DLL. Mine is version 6.05.1024, dated May 8, 2009 for Office 2003
sp3.

If all seems in order, try to repair Microsoft Access with your Office 2003
cd, then try creating a new workgroup file, joining it and assigning
permissions to db objects.

I've always found that doing it manually gets me the best results. Here's a
