How do I make a mirror reverse image with Pub 2000 without going via
Photshop or another program?

With difficulty in Publisher 2000 as the art tools were the worst disgusting
broken junk/garbage/trash ever dumped into the market place.

Geeezzz forget PhotoShop Elements chopped up and cut down with few features.

Get a decent quality fully features program for less money with
substantially better algorithms that PhotoShop here:
