Most photo editing programs have this capability but may call it
different things. Photoshop Elements, for example calls it "flip
horizontally" for reasons that escape me and Ifranview (free)
calls it "Horizontal Flip".

What are you trying to do exactly? Are you trying to flip the picture? (For
example change a right-pointing triangle to a left-pointing triangle.) Or
are you trying to create T-Shirt transfers? In this case you would view the
image as though you are looking at it in a mirror.

If the former, what application are you using? If the latter then most
printers support this option. Check your Printer Properties and see if you
have an option for "Mirror Image" or you might T-Shirt transfer is listed in
the Media or Paper type. If yours doesn't then you'll need to use a photo
editing program to modify the image and any text you want to use.
