When some of my users sent emails to non-Outlook users it is missing the
opening <html> tag at the front resulting in an email with alot of code that
starts with
xmlns:v="urn:schemas-microsoft-com:vml"
I know the correct format should be <html xmlns:v=...etc but for some reason
this is missing.
