missing macros PS2007 SP1

Recently saved 2003 projects to a 2007 installation. Users complain that
they do not see any modules under Tools/Organizer for the Global (+ cached.
They appear in their own global when not connected to the server. Is this a
bug since their custom views and filters show up but the modules do not?
Does anyone know how to fix this without adding the modules to the Enterprise
Global Template? There would be hundreds if this was done for all users.

We had set the security to Medium but not Low. I will see if that makes any
difference. Thanks.
