missing menu in word

Operating System: Mac OS X 10.3 (Panther)
Processor: Power PC

so my friend is only showing the word,format,font, table and window and work when she opens her 2004 word for mac

to show all the other menus she needs to access the tool menu but it doesn't show.

Actually, it's the View menu where the Toolbars would be listed but if that
isn't showing up I guess it doesn't matter :) However, there is another
approach: Point to one of the vertical separators on any docked toolbar &
Control/Right-Click it. But to fix the menu you need to go a step further.

Choose Customize Toolbars/Menus from that shortcut menu. On the Toolbars
page of the Customize dialog click the *name* of the Menu Bar to select it,
then click the Reset button. See if things are restored after you click OK.

If not, it may be easiest to just replace the Normal template. Instructions
on doing so are here:
