Missing menu & toolbar - OL98

Hi,

When one of our users goes into Outlook 98, he can see menus & toolbars OK
on the main screen (Inbox). However when he opens a message, it just has a
basic window with no toolbar, not even a menu!
This makes it difficult (but not impossible) to reply and forward messages,
etc.
How can the menu and toolbars be retored?
