Missing ribbon in some emails in Outlook 2007

When reading my incoming mail using Outlook 2007, some messages show no
ribbon. That makes it hard to go to the next message, move the message to
another folder, etc.
How do I get the ribbon back?

What is shown instead?
If you have minimized the Ribbon, double click on the Message tab to show it
again.
