Missing Scroll Bar/Disabled View Options

The horizontal scroll bar has disappeared in Word 2003. I thought I'd be able to get it back by selecting the appropriate flag in the Tools/Options/View tab, but the View tab is greyed out so I can't access it. I've searched various newsgroups and the internet but can't find any reference to this problem.

Any help would be gratefully received.

Is this in a document protected for forms?
