Missing scroll bars in MODI Viewer

Please,
can anyone tell me why I have black bars instead of scroll bars in MODI
Viewer Control ?

What is the MODI Viewer Control?

This newsgroup is for questions about Access, the database product that's
part of Office Professional. I'm unaware of any control by that name as part
of Access.

The control is 'Microsoft Office Document Imaging 2003 Viewer Control' and I
am using it in Access.
