Missing Shortcut MenuItem

I am building a custom ShortCut MenuBar on my app. But the most wanted
feature for it is missing. It's the Filter For: __________ menu item. It does
not show up in the command section for making a Toolbar/MenuBar. Any know why
this is and any possible workarounds?
