Missing text in a sent HTML e-mail.

Once or twice a week different users will report that in an e-mail with an
attachment they have sent had the body of the text stripped out. The
receiver receives the e-mail & attachment, but without any text in the body
of the e-mail. Looking in the Sent folder, the e-mail w/ attachment is
there, but again no text in the body. If the user re-creates the message
immediately, that is without closing Outlook, and sends the message, it goes
out fine.

This seemed to start after we installed IE 7, but it is so intermittent that
troubleshooting is difficult. Has anyone seen this issue?

Windows XP Pro SP2, Outlook 2003 SP2 in Caching mode w/ Exchange 2003
Enterprise SP2. with all Windows Update patches applied.
