missing textbox in word 2003 versus word 2000

I have a text box in-between two tables in landscape mode. In Word
2000, I can always see the text in the text box. In Word 2003, the
text does not appear. It seems to be hidden behind one of the tables.
I can find the text box in Word 2003 by changing the size of the one
of the tables to either side of the text-box, then it will appear. I
can then re-size the text box, then return the table to the proper
size, save and then I have the text box again. I did verify that the
text box is set to "In front of text". However, it seems like margins
and sizing is slightly off in 2003 vs. 2000. The issue is I would
have to know where to look for the "hidden" text in all of my
documents to make sure that everything is visible in Office 2003. I
have come across some statements that people have had issues with HP
print drivers, but I cannot even see this text box in normal view. Is
there a known issue with z-index of text boxes if they overlap other
features? Any way to set a global setting to deploy to users to make
sure they see the entire document?

If the text needs to be between the two tables, is there some reason you
can't use ordinary inline text instead of a textbox?

The issue is that I have many documents that exhibit different
behaviour between the versions. It would be an effort to pull every
single document into Word 2000, edit, and save just to upgrade all
users to Office 2003
