Missing Tools\Options

Hi,

I have a user who isn't able to bring up the Options Menu
Window under tools. Yet when I log on I am able to access
this menu.

I haven't been able to find anywhere that this could have
been set. Anyone with any thoughts?

We are using Excel 2003.
