missing unfiled notes

I formatted my computer and after reinstalling OneNote 2007 I can't open my
unfiled notes. The notebook opens fine, but the unfiled notes file (which is
1.4MB, so there must be something in there) keeps showing "this section is
empty". I have tried double clicking the "Unfiled Notes.one" file, I have
also tried Tools -> Options -> Save -> Paths -> Unfiled Notes Section, but to
no avail. Is there a way of extracting the data from the Unfiled Notes.one
file? Is this a registry problem? Could the Unfiled Notes.one file actually
be empty, even though it is 1.4MB (perhaps it doesn't shrink once the notes
have been moved or deleted)?

Before you formatted the computer and reinstalled OneNote, did you back up
your data or copy off the contents of your Notebooks?

Unless you somehow restored or copied over the old data a new installation
will have the default sample content and a blank Unfiled Notes section.

Are you sure that the Unfiled Notes section file you're clicking on is the
same one from your previous installation?

I copied the notebook file and the unfiled notes file and after the reinstall
I pasted them exactly as they were previously, overwriting the blank 5kb
unfiled notes file. I checked the location of the unfiled notes by going
Tools -> Options -> Save -> Paths -> Unfiled Notes Section

can a 1.4mb unfiled notes file be empty?

Yes it can.
one-files can be rather big even if there is no valid content in them.
When pages are deleted the file size is not reduced immediately.
Only after running "optimization (from "Tools | Options | Save") the
"air" is pressed out and the bloat goes away.

Just tested it: Emptied my "Unfiled Notes" completely. The file size
remained with 5.9MB. After running optimization the size was reduced to
181kb.

So I assume that the file in question is just empty.
