Yes, you *must* use a section break. The page size, orientation, and margins
are all properties of sections, and the section break serves to separate the
part with Letter values from the part with envelope values. You'll also want
to disconnect the envelope section's header and footer from those in the
letter if there's any text there.

your page size/shape changes to it.
Also, you should be aware that Word has a built-in Envelope feature (on the
Tools > Letters and Mailings menu in 2003 and earlier; on the Mailings tab
in 2007). When you use the Add to Document button in that dialog, Word adds
the envelope and its section break at the beginning of the document rather
than at the end.
