Thanks for the suggestions. The problem is that FP 2003 automatically adds
the htm extension so that if you try to Save As <file.wml>, FP 2003 saves it
as <file.wml.htm>.
There are two addins that look helpful. Neither work with FP 2003 in
creating .wml files.

Not when you select all files in the file type dropdown 1st
