Modeling with Visio

Can Visio be used as a modeling tool? Especially to develop business
framework in C#?

I believe there are some third party custom offerings that might offer
features such as that, don't know what the underlying code they were
developed in. Visio is a very powerful diagramming tool, so the modeling
logic would have to be developed separately.
