"Modify Selection" greyed out in customize command

I'm trying to create a keyboard shortcut, but when I go into the "commands"
tab "modify selection" is dimmed out.

Modify Selection is activated if you select a button on an existing
toolbar, or an item on a menu bar.

If you're trying to create a keyboard shortcut for a macro, choose
Tools>Macro>Macros.
Select a macro from the list, and click the Options button.
