Modifying the OCT file

I have run across a couple of different settings that, after being set to
'Enable', cannot be set to 'Not Configured'. The setting changes on screen,
but after saving and coming back to the setting, Enabled, is selected.
If I choose 'Disabled' sometimes that sticks.

One setting in particular is 'Do not allow users to change permissions on
folders' located in Outlook\Tools | Account Settings\ Exchange.

Anyone else run into this? Any suggestions?
