monitoring use

I have a spreadsheet posted on a network server.
Is there a way I can check who is using it?
or at least how often it is being used?

The simplest way would be to have your users access the Workbook
through SharePoint, i.e via a Shared Workspace.

You should be able to get hold of SharePoint for free and being part of
the office suite you may find many other useful functions that it can
offer in combination with Excel.
