When I print a 14 page bookfold document I get the pages in this order:

0, 13, 2, 11, 4, 9, 6, 1, 14, 3, 12, 5, 10, 7, 8.

Word is doing the best it can with what you've given it. Booklets must have
a total number of pages divisible by four. Starting with page 0 is going to
confuse Word as well. Generally speaking, you should be getting page pairs
that add to the number of pages plus 1. So if the booklet has 16 pages,
you'd get:

16, 1
2, 15
14, 3

Etc. If you're duplexing manually, you'll get 16/1, 14/3, etc., before the
reverse sides.
