MOSS 2007 and PS 2007 - Migration of SharePoint sites...

I’m trying to migrate project documents from one site collection to
another...

I’m working between two Project server 2007 environments, both have
MOSS 2007 and WSS 3.

I can migrate the whole site using STSADM (using or not using the
includeusersecurity switch) or I can open the create a blank new site
then copy and paste the documents from the old site using the windows
explorer view.

In ALL of these I am finding that the owner of a document on the old
site may change when copied or migrated to the new environment. The
issue seems to be that there are slight differences in the list of
users in each of the sites (this list of users is the one called
People and Groups from the site settings page).

I need to find a way to either migrate the information and ensure that
the user name is migrated, or a way to synchronise the list of people
in the people and groups list.

Any ideas...

There is a tool for this.

Download athttp://technet.microsoft.com/en-us/library/cc303385.aspx

It will take the URLs from the previous content dB and update them to the
new content dB server name and URLs.  I have used this before and it works.

Or you can try adding the -includeusersecurity switch in stsadm, try
if that works...
