mouse stopped working in outlook message field of Outlook 2007

[Outlook07 new message pane mouse stoppe]

When composing a message the mouse stops working in the message field. It
works everywhere else... subject line, to, cc, in all of my other programs,
screens, in Outlook2007 every where except the message field. This wasn't
the first time. After searching extensively for the problem about 5 months
ago I found a very quick fix. I should have written it down. Today I couldn't
find it anywhere. Sometimes rebooting will get the mouse working in the
message field, but sometimes it doesn't

do you have the hand icon for the cursor? look for the hand at the top of
the scroll bar and click it.
