If your mouse supports scrolling, what happens now when you try?
Perhaps your screen zooms in or out?
2003 version.................Tools>Options>General. Disable "zoom on roll etc"
2007 version.................Button>Excel Options>Advanced. Same as above.

No. The Zoom function was unchecked.
There doesn't seem to be any wheel
function to scroll instead.

Excel does not have a selectable function to scroll with wheel mouse.
The scrolling is a feature of your mouse software.
The only selectable feature within Excel is to override that scroll function by
enabling "zoom on roll"
