Mouse Wheel

When you roll the mouse wheel on a form it scrolls through
the records. I need it to scroll down the page...like it
does in every other thing except Access. First I disabled
it, now my users want it to scroll down the page.
Help?

Doesn't that just turn the wheel off, so it doesn't work
at all? I need it to scroll through the form...is that
possible?
