MOVE an OBJECT

I am unable to MOVE an OBJECT (clip art, picture) in blank document. I did
go to TOOLS, OPTIONS, and enabled Drag and Drop.
I can Grab it, reduce or enlarge it, but NO freedom to move it where I want.
I am used to Office 97.
