Move Project Server 2003 to new AD

Is it possible to move an existing Project Server 2003 installation from one
AD to another completly different AD?
All the users will recreated in the new AD. Is it possible to migrate all
the old users and their project-data in to the new users?

I believe it's possible, but it's fraught with complexity. Your best bet is
begin your planning by studying the disaster recovery guide for Project
Server. You'll need to think about things that aren't specific to Project
Server such as any domain accounts used in connection strings that might
reference the old domain name for services such as SQL, etc.

OK, thank you for your reply. I downloaded the Project Server 2003 Disaster
Recovery Guide, but that document did not mention the word Active Directory
unfortunately. I'll keep looking for a solution.

There's no published guide for this. The disaster recovery guide gives you
everything you need to know on migrating the Project Server installation,
you'll need to account for the AD change.
