Move Rules Not Working

I recently upgraded from Office 2003 to Office 2007. In the process my
version of Outlook was also upgraded. I make use of a number of personal
folders (.pst) to store messages. I also use a number of rules to move
messages into the pst files.

Since the upgrade, none of my rules that move email from my inbox to the
personal folders work. I constantly get the message "Cannot move to the
<folder name> floder."

I have:
1. Updated the folders in the rules.
2. Created a brand new personal folder to move items into
3. Tried a pst with and without the "Inbox" folder.
4. I have deleted all the rules and started over.
5. I have used the /cleanrules switch when starting outlook.
6. Deleted all the rules and created one test rule.

The rules all execute correctly up to the point of moving the item to
another folder outside of my Exchange Inbox. That is, if the rule is
supposed to mark an item as read and then moveit, the item will be marked as
read and then the error is generated. I am at a loss as to how to get my
move rules working again.

Can anyone help me with this?
