Moving Cursor in the Message field

A customer of ours wants to use some custom stationary with a bar on the
left. The only problem is that when you tab from the To/CC/Subject fields to
the section where you edit the text, the caret (Cursor) is positioned at the
top of the document, instead of where it should start.

Somehow Hotbar stationary moves it to the correct position and I am looking
at duplicating that somehow. Ofcourse purchasing hotbar is NOT and option.
Below is a outline of the stationary layout. Can anyone give me any ideas
how to put the caret into the correct position?

$ = Where caret starts
* = Where Caret should start.
