You are doing somethin wrong, and you were incorrectly informed
Outlook 2003 or 2007 can open any pst created by an earlier version of
Outlook.
Assuming you have no Archive open within Outlook - see folders Tree View -
what exactly happens if, within Outlook you; File>Open>Data File.....browse
to and select your archive.?
Now another question. If I archive messages prior to 2003, how can
I change my 2003 Outlook Data File settings from Personal Folders File
...to Personal Folders File (97-2002) in order to open them?
You need to check what archive file your current arrchive options are set to
archive to, then if that archive file isnt open within Outlook, open it.
Then in Properties of the archive>Advanced see whether it states for format
97 -2002, or simply outlook personal folders, in which case it is a unicode
(2003/2007 format)
If it does then reset your archive options to point to a 'newname' archive
file, just input you prefered name, the archive will be created in the
default format for 2003, which is unicode, next time it runs
