Moving Pictures in Word 2007

I am trying to move inserted pictures and clip art in Word 2007 and they are
not moving precisly where I want them. I have turned off the snap to options
and they are still are not working correctly. When I click on the picture
and press the down arrow button to move the picture down the picture moves up
on the page. This also happens when I try to nudge the picture. Please help.

Sometimes, floating images can be affected by the paragraph features of the
line that they are anchored to. Features such as Keep With Next, Keeps Lines
Together and Page Break Before can causes thes sort of problem yo describe,
especially if the paragraph/image is very close to the top of a new page.
In the past I have worked around this by taking off any of the
aforementioned features and using a manual page break instead. Then the
nudging tends to behave itself. Obviously I would add the manual page break
only once I am sure the document construction is complete and final
pagination underway.

I have tried to remove all of those features and it still doesn't help. My
main concern is why when I press the down arrow my picture moves up.

Sorry, don't know why. The previously mentioned features are the culprits
when I have this problem. Are your images near the top of the page? What
happens if you use the mouse to move the image?
What happens if you use the advanced options to dictate the position on the
page by dimensions?

When I use the mouse it doesn't place the picture where I want it. I can use
the position to dictate where I want the picture, but it is a lot of work and
slows me down considerably. I used to be able to use my mouse to place
pictures and now I cant.

Yes I had this problem too . What you have to do is scroll to the top of the
page and click on the very edge on the white and it should move your
formating down.
