Moving Secured Access 97 files to Access 2000

Hello,
I have inherited some Access 97 databases, we are now in
a process of changing servers from Novell 5.1 to Windows
2000 Server.

All the databases on the Novel Server had been setup with
Security policies, which I am unable to administer or
even remove.

This is the setup:

Client running Access97 on Windows98 has a shortcut to a
secured db, with the following properties:

"C:\Program Files\Microsoft
Office\Office\MSACCESS.EXE" /runtime
"L:\Sales\SecureDatabase.mdb" /wrkgrp "I:\Policies\Group.m
dw"

This works fine on this machine, BUT when I've setup a
new machine, in this case Windows 2000 Server running
Access 2000, copied both Group.mdw and SecureDatabase.mdb
to the new server filesystem and had reset the properties
of the new shortcut so that it uses the new details,
Access failes to open this file.

I get an error message that says:

The current user does't have permission to convert or
enable this database

* You must join the workgroup that defines the user
accounts used to access the database.
* (other suggestions)

Now how do I go about in Access 2000 to join a Workgroup?

And can someone post a step-by-step instructions on how
to remove ALL security policies from a database.
