Moving the Property Sheet and Navigation Pane

In previous version of Access you could size and move the Property Sheet and
Navigation Pane. Either I inadvertently hit a key combination that changed
that or Access 2007 does not allow it. My property Sheets are locked at the
right hand edge of the window and only the width can be sized; no height, no
positioning. Same with the Navigation Pane.

What happened?
